eKYC instructions when registering domains

When registering to purchase a domain name, you will need to provide accurate and authentic information to be able to activate your domain name service.

1. New requirements for registering domain

From July 1, 2024, applying changing requirements from VNNIC - Vietnam Internet Center (Ministry of Information & Communications) - the domain name management agency in Vietnam, domain name registrants will need to ensure that they provide accurate and verifiable personal information. For details, please read the Circular 24/2025: Regulations on management and use of internet resources - Chapter III - Article 9. (Page 17) at this link.

Therefore, the domain name registration and management process at TotHost has some changes as follows:

• Apply eKYC authentication to all individuals registering domain names at TotHost.
• Domain name registration information needs to be accurate, including: Full name; ID number (Passport for foreigners); Date of birth; Email address, phone number and Address (all 5 clearly specific levels: Village, hamlet, house number - street name, Residential group ....(Level 1)/ Commune, Ward, Town(Level 2)/ District, Town (Level 3)/ Province, City (Level 4)/ Country (Level 5)).
• Complete the domain name registration declaration before putting the domain name into operation:
   + Individuals: implement eKYC, the system automatically creates electronic declarations;
   + Organizations: upload the domain name registration declaration with the signature of the organization's representative (head or deputy).

2. eKYC and domain name registration at TotHost

2.1. How to register domain name:

• Step 1: Find your domain name at: https://billing.tothost.vn/cart.php?a=add&domain=register
• Step 2: Check out as normal. After completing the payment process, the information of the domain name would be sent to your email address (*).
• Step 3: eKYC: At the request of VNNIC, to register a domain name, you will need to update and add some authentication information. Follow the guidelines in the 2.2 section to update them.

2.1. eKYC authentication

a. To the individuals:

Step 1: Update information on TotHost CloudGate portal: Go to Account Details, section, fill in complete and accurate information: full name, ID (passport) number, date of birth, email, phone number and address with 5 specific levels (**).

Step 2: Upload the ID Card images at TotHost's domain management gate:

• Access the TotHost domain management page: https://domain.tothost.vn/account/signin using the login information as below:
  + Email: The email was used to register TotHost CloudGate account
  + Password: Click the following link and fill out your email to get the password: Get the password
• Click the button "Cập nhật ảnh CMND/ thẻ CCCD" (Update the ID Card images) in the Tài khoản (Account) section or go directly via the following link: "Upload the ID Card images". Then, upload a photo of both sides of your ID card (if using a Passport, send a photo of page 01 of the passport and a portrait photo holding the passport with page 01 open) (**).

b. To organizations:

Step 1: Access the TotHost domain management page: https://domain.tothost.vn/account/signin

Step 2: Go to the domain name management section, download the "Bản khai đăng ký tên miền" (Domain name registration declaration), e-sign or print, stamp and sign by the organization's representative (head or deputy level) (**).

Step 3: Re-upload the declaration to the system and wait for confirmation from the Domain Name Management Authority in Vietnam.

(*) In case the order is made during a holiday or outside of business hours (business hours: 8:00a.m. - 5:00p.m. Monday to Friday), after successful payment, the email will be sent within 12 hours, instead of within 5 - 10 minutes like orders made during business hours.
